The documentary shows the scientific substance, the complex relationships and above all, the direction which future efforts should take in order to provide water when and where needed and in the quantity and quality required. It shows how the existing or impending water stress may be made even worse by constantly increasing energy needs, by population explotion and by possible climate variation or climate change in many parts of the world. Several illustrations indicate how people and their governments identify the caurses of water stress. The documentary suggests present or future action for managing water resources in the best interest of life on planet earth
